There has been postponement in posting of candidates to different government positions, the UPSC commission is directed by the govt. to not claim on an identity certificate. Majority of officers are posted in central government through the selection panel from UPSC commission.
As soon as the list is issued by the selection panel, the authorized officials carry out the verification of character and background of the candidates. The selected candidates have to fill the attestation form through which verification is passed, currently this attestation form also includes identity certificate.
Therefore the Department of Personnel and Training (DoPT) has issued an order which states that not to insist on an identity certificate and go on with the further procedure.
In continuation the centre has also categorized to change the rule of background and character verification before the appointment to government services by banking on self-declaration.
Majority of Group A, B, C and D officials are selected in the government of India by a selection panel of UPSC, Staff Selection Commission and other employing agencies.
Generally the police verification is being done but the issuance of appointment letters can’t be withdrawn for the pending police verification. The posting authorities will produce a provisional appointment letters after receiving a self-declaration from the candidate, the DOPT has said in a rule announced recently.
This issue gained importance as the government witnessed delay in the police verification process which takes about two to six months. Frequent opinions are being received to produce such police verification even for lower bureaucratic levels.
